Abstract
This study is aimed to understand and describe the effectiveness of regional policy that aims to reduce maternal and infant mortality in Jombang, especially in Sub Ploso. This type of research is a qualitative research approach to the source. Jombang Policy area in the form of their idle cars villages in Ploso district aims to increase public heath action. The high maternal deaths due because of sick there are factors that too late to referred to a health care late because transportasion problem and too late to get in health care facilities. While high infant death cases caused far away to health care facilities. Utilization of health care can be said can be used as much as possible if it is achieved, the sense of achievement is here especially from the point location and easy to reach, understanding of affordability here mainly from the cost perspective. This makes the car stand-village transportation is one area of policy efforts to address delays handled and too late to make a decision. People of sick which will utilize health services, so that there is a relationship between the distance to the health facility utilization and long travel time to health care utilization. Assessment the effectiveness of using the approach of input, process and output (goal). Regional policies said to be effective in the village idle cars for operational and standby car destination village explained from the input side, and on the side of the process for compliance with the availability of idle cars villages, and the successes achieved Village car idle. But less effective for usability Village car, benefits village car. From the output side of the village idle car is a means of transportation to delays regarding handled health care and delays in the decision-making. Regional policies cars idle villagers say not as effective on the placement of village car, community responses and more barriers to using the car idle village because there is ignorance of the public regarding access to the village car.
