Abstract
Children are an inseparable part of human survival and the survival of a nation and state so that protection of children has been explicitly regulated in the Indonesian Constitution so that the best interests of children are the main consideration. The age of child suspected of committing a crime only refers to the Child Criminal Justice System Constitution. Actually the problem of narcotics abuser by teenagers is not a separate problem,but there are problems that related to other factors, so that it can be done by implementing actions which have been regulated in Subsection 82 paragraph (1) letter a Law No. 11 of 2012 concerning the Child Criminal Justice System returned to their parents so that children can be trained and educated for children life and future.
