Abstract
Penetapan tarif biaya riil rumah sakit dimaksudkan dapat mengatasi kerugian dari setiap biaya tindakan di rumah sakit. Namun, masalah yang mulai timbul seiring dengan diterapkannya sistem JKN saat ini yakni sering terdapat ketidak cocokan antara biaya riil rumah sakit dengan tarif INA-CBG pada beberapa rumah sakit. Penelitian ini merupakan studi perbandingan antara biaya riil rumah sakit dengan tarif paket INA-CBG pada pengobatan pasien hipertiroid rawat jalan peserta JKN di Rumah Sakit Universitas Hasanuddin Makassar peroide Januari 2017-Desember 2018 dengan menggunakan perspektif rumah sakit. Pengumpulan data dilakukan secara retrospektif dengan observasi menggunakan data sekunder berupa rekam medik dan info tagihan biaya pengobatan pasien hipertiroid. Analisis data menggunakan Mann Whitney U Test untuk mengetahui perbedaan antara biaya riil rumah sakit dengan tarif paket INA-CBG. Hasil penelitian menunjukkan bahwa ada perbedaan selisih negatif (-) antara biaya riil rumah sakit dengan tarif paket INA-CBG pada pasien hipertiroid rawat jalan peserta JKN sebesar Rp.34.406.900,00 dengan rata-rata sebesar Rp.373.988,04/pasien. ABSTRAC Determination of the hospital's real cost rate is intended to be able to overcome the loss of any hospital costs. However, the problem that began to emerge along with the implementation of the current JKN system is that there is often a mismatch between the real costs of hospitals with INA-CBG rates at several hospitals. This study is a comparative study between the real costs of hospitals with INA-CBG package rates for the treatment of JKN outpatient hyperthyroid patients in Hasanuddin University Hospital Makassar between January 2017-December 2018 using the hospital perspective. Data was collected retrospectively by observation using secondary data in the form of medical records of outpatient hyperthyroid. Data analysis uses statistical of Mann Whitney U Test to determine the difference between real hospital costs and INA-CBG package rates. The results showed that there was a difference in negative difference (-) between the real cost of the hospital and the INA-CBG package rates for outpatient JKN hyperthyroid patients Rp.34.406.900,00 with an average of Rp.373.988,04/patient.
