Abstract

The European Social Dimension based on some dominant values, such as human (social) rights, social justice and solidarity. In this context originally the economic and gradually (from early 70s) social advancement took equal priority in European integration. European integration is de jure asymmetric in favour of market integration. Market integration is treaty-led and supported by law and courts, while market correction is largely supported by only political will requiring unanimity or qualified majorities among member states. Despite this asymmetry, social policy has nonetheless developed into important site of governance driving political and academic debate in EU. The European Pillar of Social Rights (hereinafter: EPSR), adopted in 2017, is designed to be a ‘compass’ by which to direct a renewed process of upward convergence towards better working and living conditions in the EU. It sets out 20 essential principles and rights in the areas of equal opportunities and access to the labour market, fair working conditions and social protection and inclusion. The EPSR is a joint effort by the EU and Members States, with an active involvement of social partners and civil society. It also proposes employment, skills and social protection headline targets for the EU to be achieved by 2030. The aim of this article is to provide a basic and contextual view about the target and structure of the EPSR mainly for EU and non EU countries lawyers, policy makers and for everyone who is interested in this topic. Beyond the simple introduction it will be cited some critical opinion about the operation of the EPSR. Keyword(s): european social dimension, social rights, working and living conditions
