Electric vehicle (EV) adoption in Indonesia remains substantially below national targets, reflecting a persistent gap between policy ambition and market realization. Addressing this challenge requires a deeper understanding of the causal structure underlying adoption decisions within a complex socio-technical system. This study develops an integrated analytical framework to examine the interdependencies among key determinants of battery electric vehicle (BEV) adoption. A literature review initially identified 34 determinants, which were subsequently refined into 15 critical factors using the content validity index (CVI) (threshold ≥ 0.80) based on expert evaluations involving both academics and EV ecosystem practitioners in Indonesia. To capture causal relationships under uncertainty, the Z-number-based decision-making trial and evaluation laboratory (Z-DEMATEL) method was employed. The results reveal a hierarchical and asymmetric causal system in which government regulation, driving range, and charging infrastructure function as dominant driving factors. In contrast, economic variables—particularly purchase price—emerge as dependent outcomes, indicating a structural shift from cost-driven to system-driven adoption dynamics. Infrastructure and technological attributes exhibit high prominence but remain largely influenced by upstream drivers, while behavioural variables adapt endogenously to system conditions. This study advances the literature by proposing a causal-system perspective on EV adoption, integrating CVI with Z-DEMATEL to enhance analytical robustness under uncertainty, and identifying a policy–technology–perception triad as the core architecture that shapes adoption. The findings provide actionable insights for policymakers and industry stakeholders seeking to accelerate EV adoption in emerging markets.
