Abstract

ASEAN is expected to be a facilitator to overcome the human rights problems in Myanmar. by providing moral and political pressures to the Government of Myanmar. Unfortunately, ASEAN does not have a proper mechanism to receive complaints or objections from other members of states or individuals regarding the alleged human rights violations acted by ASEAN countries. ASEAN does not provide a Commission like other regional organizations established in Europe, Africa and America, to oversee the implementation of all international agreements done within ASEAN and to adjudicate states governments that do not comply with the approved agreements. ASEAN countries do not have a strong commitment to honor human rights and fundamental freedoms of individuals since such violations of tenly occur within these countries, eventhough the obligations of protection individual rights and freedoms are explicitly written in their Constitutions.
