Abstract

Women, children, senior people and poor community are part of vulnerable group which have the same rights as other community living in Surabaya to get health service. Government, both central and city of Surabaya have made some efforts to fulfil right to health. Unfortunately, in human rights perspective, availability as one of element in the fulfillment of human rights alone is not enough. Fulfillment of rights should also be adequate in a sense of accessibility, acceptability, and quality
