Abstract
The 1945 Constitution of the Republic of Indonesia assumes that the constitutionality of citizens can not be separated from human rights. Based on the above assumption, the Act 12 of 2006 on Citizenship of the Republic of Indonesia clearly states some principles related to human rights, such as maximum protection, equality before the law and government, nondiscrimination, honor of human rights. Such principles guarantee the citizens human rights. The reform in Indonesia has been indeed endorsing the state and governmental system more democratic than before. The democracy as always needs a more concrete constitutionalism for the citizens.
