Abstract
The issues on refugees are humanity and human rights issues. Refugees are those who left their home country and fled to other countries due to continuous persecution because of their race, religion, political belief, or particular social group. Thus, refugees is a trans-boundary issue between the origin country and the host country. Refugee management from the legal aspects can be done by making legislation on refugees at the national level and by ratifying the 1951 Convention and the 1967 Protocol. From the social, cultural, defense and security aspects, refugee management can be done through dialogue between religions and cultures as refugees bring along their customs and religion. The recommendation given related with ASEAN Community especially for the social and cultural pillars is by making bilateral agreements between the origin country and the host country such as was conducted between countries of the European and Mrican regions.
