Abstract
Number of people living with HIV (PLWH) in Indonesia for the last ten years tends to increase. It means that there are a lot of PLWH need healthcare services for some therapy from psychological to drug therapy. Many research showed that PLWH faced many challenges from stigma or discrimination to denial of the service. It is difficult to change people’s perspective toward PLWH, even, some healthcare personnel discriminate PLWH to get the service. This research aims to find alternative approach healthcare service for PLWH in order to fulfill the rights to health. By using case study this research is able to gathered current condition and Data is gathered through in-depth interview. Then, the data is analyzed using human rights based approach. This research found that free and accessible health services are not the only important factor for fulfilling PLWH’s right to health. Fear of stigma and discrimination are few factors that made PLWH reluctant to access the service. Therefore people care center should be implemented as an alternative healthcare service for PLWH. By applying this approach, PLWH is seen as a human being with dignity and rights and not only as person with medical record.
