Abstract

Climate change in Indonesia has escalated, resulting in food security challenges and a concurrent humanitarian crisis. In response, the government introduced the Food Estate Program, aimed at fortifying food security. However, the program’s progression has been slow, negatively impacting civil society. Notably, the Food Estate Program derives its authority from Permenlhk 24/2000, allowing the inclusion of protected forests, raising concerns of deforestation and greenhouse gas emissions. This creates a delicate balance between food security and sustainability in the context of climate change. Simultaneously, Indonesia ratified the Paris Agreement in 2016 through Law No.16 of 2016, signifying its commitment to greenhouse gas reduction and climate resilience enhancement. This study scrutinizes how the Indonesian government aligns domestic policies, specifically the Food Estate Program, with the Paris Agreement’s objectives. Employing normative legal research, it evaluates the government’s commitment to implement the Paris Agreement amid the challenges posed by the Food Estate Program. The assessment considers the nation’s efforts to reconcile climate commitments with domestic food security needs while addressing potential environmental repercussions. In conclusion, Indonesia faces a critical juncture in balancing climate commitments with domestic priorities. The government’s ability to harmonize these complex challenges will shape the nation’s response to climate change and its commitment to the Paris Agreement. A comprehensive approach is essential, encompassing legal, environmental, and humanitarian considerations to address this intricate task.
