Abstract

This study analyzes the influence of road, electricity, and clean water infrastructure availability on economic growth in five strategic regions of East Java Surabaya City, Sidoarjo Regency, Kediri Regency, Gresik Regency, and Mojokerto Regency during 2015-2024. Using a quantitative approach with secondary data from the Central Statistics Agency (BPS), this research applies panel data regression method with EViews 12 and SPSS 26. Economic growth is measured through GRDP at Constant 2010 Prices, while independent variables include road length in good condition (km), installed electricity capacity (kwh), and clean water distributed volume (m³). The findings reveal that electricity and clean water infrastructure have positive and significant effects on GRDP, with coefficients of 0.427 and 0.420 respectively. Conversely, road infrastructure shows a significant negative effect (-0.128) indicating the occurrence of backwash effect. The research model demonstrates a very strong explanatory power with Adjusted R-squared of 0.951. These findings underscore the importance of improving quality and equitable distribution of infrastructure, as well as managing the negative impacts of road development to promote sustainable economic growth in East Java's urban areas.
