Abstract
Road infrastructure development within the framework of regional autonomy requires juridical legitimacy and transparent principles of legality to prevent the abuse of power and ensure legal certainty. However, following the change in road status from village roads to district roads, normative clashes and law enforcement issues frequently occur in the field. Although management authority has shifted to the local government, local residents or village apparatus often continue to independently collect retributions from mining trucks to fund road maintenance and village welfare that have not been fully accommodated by the district government. This conflict of authority, operating without an explicit legal basis,triggers legal uncertainty, risks harming road users, and l s to illegal levies (pungli).Furthermore, this condition threatens to disrupt the harmonization of infrastructure governance and trigger vertical social conflicts between village governments, district governments, and mining business actors. Therefore, regulatory clarity, a fair division of authority, and effective communication between levels of government are urgently needed to achieve a fair, transparent, and legally certain regional infrastructure governance.
