Abstract

This study investigated the correlation between local origin income (PAD) and other variables that affect and determine independency ratio. It is useful for regional government to formulate some policies in term of regional financing management. The result of this study for Kabupaten Bojonegoro showed that the effect of economic growth and central gwrernment transfer was significant to the financial independency ratio during the study period ( 1988-1999).The independency ratio of Kabupaten Bojonegoro was quite low, and it reflected the weakness of its ability in collecting PAD. In other word, it reflected the strong dependency to central government fund transfer. Conversely, study in Kota Surabaya showed that the effect of economicgrowth and central government transfer is significant as well. The independency ratio of Kota Surabaya was strong. I t means that the ability Kota Surabaya to create PAD was strong enough. It also reflected its low of dependency to central government.
