Abstract
This paper examines the targeting performance of the functional literacy program that was implemented in 2008 to extend the poverty alleviation strategy in East Java, Indonesia. While the program deserves to find the target group under uncertainty, the research takes advantage on how the probability of social capital available is a function of number of poor family, number of school drop-out students, illiterate rate, and number of volunteer teachers. It finds that lack of social capital is an obstacle for poverty alleviation program.
